Authority to Pay

A conditional payment authorization issued by a bank in favor of a seller of merchandise. This instrument originated in the Far East and is seldom used in today’s mercantile transactions. Compare “Revocable Letter of Credit,” which is synonymous with “Authority to Pay.”
